California case involving driver license and language on tests?
I heard California driver license was sued over not allowing a Russian langauge test. They have Spainish and Korean only. I work for Driver license and would like more information on this case if available
To address the above post, the real issue is not that knowing English would make a person a better or worse driver, rather if they learn the rules in their native tongue they will be a much better driver (because they will understand them better).
As to the California case, the issue stems from the fact that the DMV offers the drivers manual in foreign languages (see: http://www.dmv.ca.gov/pubs/pubs.htm) so that people can learn the California laws in their native tongue. However, the plaintiff holds that this then puts these people at a disadvantage because the test questions are not clear and understandable, and they should not have to hire an interpreter to take the test.
Realistically, this case has no real merit. Although the driving test is not available in Russian, the person taking the test can use an interpreter if the test is not available in the language they need. So it comes down to a percieved civil rights issue – “If it is available in x language, it should be available in mine”.
It comes to people not appreciating what they are given, while being too impatient to wait. Things do take time to translate.
